I haven’t seen this lately, I think it was somehow fixed during the Artful cycle.

A failure to lock screen when resuming from suspend is not what is discussed here.
This topic is only from failure to lock screen after specified IDLE time has been reached.
This is an old thread but I'll add that if you're running mate-screensaver version 1.22 or older, you may be experiencing a bug that causes the mate-screensaver to fail if monitor is disconnected and reconnected again. Some LG monitors technically look doing this when they enter DPMS standby (energy save mode). Upgrading to mate-screensaver version 1.23 or newer should fix the problem.
