Different android phones have different features, my Motorola and Samsung phones are quite different. That said you often need an app. I used 'Calls Blacklist PRO' on my Motorola phone. You have to set it to the default phone and MSM app. It blacklists numbers, white lists numbers and blocks numbers. One drawback is it doesn't allow pictures in MSM messages.
On my Samsung phone which is newer when you get a call you open the default phone app and at the top right there are three dots, you open that and can report spam and block the number. You can also report the number to AT&T. That will stop the call from coming through.

I have 2 people who do not respect my boundaries about calls.
I told them I would block them for one week.
I sold my old android on Ebay for $85.

I don't have a smart phone. I prefer to keep it basic and not become dependant on it.
If anyone persist with making threats, that should be
reported to the Police,
get the Police Report number, and
give that Police Report number to your phone provider when you ask them to have that calling number blocked.
Depending on the jurisdiction, that blocking will be at no charge because of the Police Report filing.
My search on Google tells me the following additional guidance:
To block phone numbers on your phone, you can:
- Use the Phone app
Open the Phone app, tap More, then Call history, tap a call from the number you want to block, and tap Block / report spam.
- Block unknown numbers
Open the Phone app, tap More, then Settings, then Blocked numbers, and turn on Unknown.
- Block a contact
Open the Contacts app, tap the contact you want to block, and tap Done.
- Use the FaceTime app
Open the FaceTime app, tap the Info button next to the number you want to block, and tap Block this Caller.
- Use the Messages app
Open the conversation, tap the contact at the top, tap the Info button, and tap Block this Caller.
Beyond that, I NEVER give my landline phone number to anyone, unless it is "critical" (i.e. doctor, etc.).
I NEVER admit to having a cell phone, to anyone. I simply tell everyone that I do NOT have one! (That phone is strictly for personal use as an emergency lifeline to connect with my wife.) I don't even give it out to family!

You are right about not becoming dependent on a smart phone.
For me, it is about moderation.
I leave my phone in my car many times if it is not too hot.
I turn it off for appointments, massages, etc so there are no interruptions.
If I am asked for my phone number, I will often say, "I am not going to get a lot of spam calls, am I?"
Sometimes I will turn off my phone for a whole day.
It is pretty peaceful feeling.
