have you tried to reset in libreoffice writer?
It’s a new install. But how can i reset LibreOffice?
you can try some of the other icon sets for libreoffice and see if they are blurry or not? for more info: https://www.howtogeek.com/285752/how-to-change-the-size-and-style-of-the-icons-in-libreoffice/
Yes, i did. I tried also the Office2013 icon set from charliecnr. But the problem still exists. All the sets are working fine for LO 5.3 on Ubuntu MATE 16.10.
Have you tried installing a new icon theme for LibreOffice from the repository?
From the terminal you can search for one by issuing
apt search libreoffice-style
which should return something similar to

From there install a style of your choice. For example:
sudo apt install libreoffice-style-oxygen
Restart LibreOffice and navigate to Tools > Options > View and change the icon style from the drop down menu.
Note: The icon styles are installed at /usr/share/libreoffice/share/config
Also, have you tried adjusting the Toolbar icon size in Tools > Options > View ?
