Can i install mate within linux, not starting with bios?

I don’t get wath you are trying to say . Mate is a Desktop Environment , Mate is installed within linux via the package manager . Nothing about Mate is releated to the BIOS . The handling of bootinga os is done by the boot manager (GRUB in most cases). It loads the operating system . Then the operating system loads the console interface (either it be BASH shell , ZSH or others …) . Then from the console the Window System (X11 or Wayland)
is loaded either by Display Manager [Logon Manager](LightDM,GDM,MDM and etc.). Then the Display Manager loads the Window Manager or Desktop Environment.Boom a complete modern operating system.

Perhaps you can enlighten us with the type of system in question and if it's one that has UEFI.

I read the question wrong and @pfeiffep can you explain to me how is the Mate Desktop releated to the bios ? Second I agree . But hate UEFI … useless thing !

I thought the question was more about the MATE installation and BIOS. I certainly gave you full credit for your explanation with one exception based on my initial thinking. I wanted to insure OP understood options.
