I would try:
sudo do-release-upgrade -d
the -d I think is for developer edition. It's still considered that for a while and then they will open it up to everyone.
The upgrade path for a prior LTS does not open until after the release of Ubuntu 24.04.1 LTS, which is still a few months away.
You can view Noble Numbat (24.04) Release Status Tracking - Release - Ubuntu Community Hub to see the status page, and what BLOCKERS exist on upgrades from jammy (ie. 22.04 LTS). They may not all apply to your system, but these will be fixed prior to the upgrade being open.
I, for sure, would read the pitfalls, and try and assess if they will impact you, before reading the docs on the upgrade (eg. NobleUpgrades - Community Help Wiki; link was found in the Ubuntu MATE 24.04 LTS Release notes) as you'll be using an unsupported upgrade path that currently exists for QA/testing purposes only (or those capable of fixing problems themselves).

Thank you very much for your detailed explanation. I had already realized it was not worth doing the upgrade right now, but never suspected the consequences could be so damaging. Only hope my laptop will be spared...
I had to revert back to 22.04. I am a bit of a noob and 24.04 would not boot from grub on the new kernel. I upgraded to 23.10 first then jumped to Numbat. I am going to wait until august
