The ability to enable Captive Portals for Wifi (coffee bars etc.) and have Blue light filters / nightlight are both two new features enabled in the system pref section of the Gnome 3 version of stock Ubuntu 17.10… are these also to be found in Mate 17.10 ? If so - where?

The versions of those features that came out in Ubuntu 17.10 are pretty specific to GNOME Shell, so not things that could easily be integrated in MATE.
For the blue light filter, however, Ubuntu MATE 17.10 includes Redshift installed but not activated by default.
