I started my afternoon with having to sign back into Chrome and I noticed everything synced excepted passwords (yes I entered in the separate encryption password). I have deleted files from .config for a clean install and still have this issue. I do not have it on other chrome setups.
Solved: I cleared my cloud passwords on googles side and another compute that had everything synced saved it back to google.
