Would anyone happen to know of a WinMp3Packer type software that converts vbr to cbr in linux?

Freac will convert to whatever bit you tell it, it does not intuitively know what is the source bitrate to convert to, or maybe I’m mistaken…

Apparentlty, MP3Packer does work on Linux, i for one cannot figure out how, learning curve.
