Editing kernel to run a program in WINE

I am a casual computer user. I am trying to install Dragon Naturally Speaking v 11.5. The WINE website says that this version runs well in WINE.

I cannot install the program from disc. I get this message in PlayOnLinux:

"Error in source
Package installation will fail until you set /proc/sys/kernel/yama/ptrace_scope to 0"

How can I edit the kernel security to meet this parameter? How do I even get there?

A quick scan makes me think that the second article might be what I need. I will let you know what happens, but it will be another day or two before I can do anything.
