I am getting "failed to download repository information" and other times that "the computer is up to date". I do not know if using Mobile Hotspot and Bluetooth Tethering may be a factor.
Can someone help me?

Ubuntu MATE 14.04 LTS reached end of life years ago, Ubuntu 14.04 LTS is now End of Life too, though ESM is provided for some architectures only, but that is provided by Canonical.
There are certain things that occur after EOL; mirrors are free to drop support, and the main archive gets moved, though that is made more complex due to ESM (delays mostly), but Ubuntu support ended years ago for trusty with ESM support a Canonical affair.

If you can find an active repository for Trusty Tahr, then you can update your
/etc/apt/sources.list
and everything should work. For that, I came across this:
NOTE: they instruct to substitute "us" for all instance of "jp" if you are not in Japan. If "us" doesn't work, you can always try "uk", "au", "ca" or even "de", to see if there is any active repository remaining for 14.04.
NOTE 2: remember to insert the "#" at the start of the lines if you don't want the "*-src" repositories for source-code.
But cross your fingers, because of what Chris has already said.

Probably because it was initially related to 14.04, which in the mind of many is a dead/unsupported release not worthy of continued support. But that is only my guess.
Or ... maybe because there query was "weak" on the level of detail provided for someone to walk in "cold" and try to resolve the issue.

You'll have to provide specific details, such as messages.
Your original post referred to 14.04 LTS (trusty) which you now say is an typo, fair enough, but we have nothing currently we can help with in regards 24.04 (noble) as we have no specifics as to what resource is trying to be accessed but fails.

All I see is detail like "failed to download repository information" which needs to be understood/read with the line(s) above it (eg. Ign: type lines).
Without knowing the source that detail relates to, we're limited. You've also not said if you're attempting upgrade via GUI or terminal, in GUI you may need to look up logs (as GUI tools vary in the detail they provide), so I find terminal easier as messages appear on the terminal.

The following command will list the (uncommented) lines of the configured software package repositories (that are used by the "apt" command-line tool and the "Software Updater" GUI tool):

So, unless you modified the defaults for the built-in Software Updater, you are using the defaults for repository identified for your location during the installation process, which is likely US, but might be something different.
The results of the command given by Ricardo are absolutely necessary to know exactly what is going on.
