Fixing corrupted install of Mate 15.10 on windows10

I don’t know what you are downloading from OpenSuse but all the first part means is that it doesn’t know the package and can’t identify the licence, so not that bad.

The 2nd part has the 403 Error message:

Thanks for your inputs.
The 403 error happens when I tried to add the arc theme.
Something seems incompatible with the files that came with that.
So I have reinstalled the ubuntu mate erasing the original install.
I will not add arc theme and will continue with the remaining post install things that needs to be done,

You cannot install Ubuntu Mate on Windows 10. You would not be fetching anything from OpenSUSE at any point in a Ubuntu Mate install. I wonder what it is you are really doing?
