Can the Administrators add a button on the User Profile that would allow experienced members to flag any user as a "Spammer Account" for Admin intervention/blocking?

Unfortunately, there's no such option. The flagging system only works with posts.
Having multiple members flag the new user's spam post(s) is the best way to get it hidden and automatically silence them for review.

Yes, it's exactly that. At least, it silences the user until a moderator reviews the (now hidden) spam post(s) for us to decide what to do with that user.

I would also be concerned about it being abused by someone that doesn't like another person.. I got blocked a year or two ago while in Canada fishing with no access to the Internet. It was quickly straightened out
