I don’t know if this is an issue or is part of the design of Mate.
I’ll describe it as I see it.
If I open my external hard drive I see, for example, four folders. Within each folder there are dozens of subfolders. I can change the colour of any of the four Parent folders but I can’t change the colour of the sub folders. I don’t know if this is peculiar to Mate but I do know they can be changed in Linux Mint 17.00 & 18.0
Any thoughts appreciated.

The first bug is probably not a bug, rather an incomplete implementation of Folder Color in the MATE icon theme (might be by design). I can confirm the second one.
Anyway, I’m not sure it’s related to @Methusela’s issue and I have no problem setting colors in subfolders with Caja. Maybe a permissions issue? Is there any chance that the subfolders don’t have write permissions or something like that, while the parent ones do?

So on 16.04 I can change folder colors in Caja (btw @Methusela since you’re new you might not know that that’s the name of the file explorer program) but only when in “icon” view, not in list/tree view.
The problem with folder colors not working in the list view is now solved. Caja 1.18.1-0ubuntu2 should land in 17.04 repos soon. I don’t know if the previous releases would be patched. Keep an eye on the status changes of https://bugs.launchpad.net/bugs/1442681…
