In 16.04 live desktop gparted is available, but after installing Ubuntu Mate gparted is no longer available (it is no longer installed).
Is this normal? Is the gparted in Ubuntu Mate live desktop the same as gparted in the Ubuntu 16.04 repository?

Gparted is not in the installed OS. However, you can quickly install either from the Software-Boutique. Or, as I normally do, with the following terminal command:
sudo apt-get install gparted
It takes about 30 seconds to install. The live version and the version you install later are the same.
I think the installer uses gparted to set up the disk, but within Mate you’re expected to either use Disks in Preferences>Hardware or install gparted from the Boutique if you feel you need it.
I’ve never had anything but problems with disks, the last time that app worked properly for me was in 12.04. I install gparted on every new install
