hitachi-lg gh24 dvd not working in mate 18.04
In which way is it not working are trying to play a DVD or burn/copy something to a DVD?
Not sure what they issue is, however if the problem is playing DVDs.
From Welcome Screen > Getting Started > Updates & Extras scroll down to Blu-ray and DVD Playback Support and following the instructions there.
If that is not the issue please give us some more details on what problems you are experiencing.
hi system dose not recognize the player at all only function is the opening button and the green reading led on the front panel
hi installed the above and still no joy tried the player in windows 10 this morning and worked perfectly (as a new player should)

What is the output from running this command in the terminal: sudo lshw -C disk
You could also use HardInfo to see what your system recognizes. Once installed it presents a GUI interface to your system hardware information. Scroll down to Devices > Storage and see if your drive is listed.
You can install this either via the Welcome Screen by going to Getting Started > System Specifications > Utilities > System Profiler and Benchmarks_ and then clicking Install
Or via the terminal by running sudo apt install hardinfo
