Your first screenshot is the Brisk menu, which has the search feature. It can be opened by pressing the "Super" (Windows) key. Your MATE panel has the traditional "main menu" which does not.

You can open MATE Tweak and set the layout to Familiar - but this WILL destroy all panel customisations. If you'd like to keep any customisations, right click the panel and click Add, then add "Brisk menu" onto the panel.

You can type "ALT+F2" to open a window who let you search for an app to launch.

I think that you want to open the mate search tool:

After selecting the search tool as shown above, you should see this or something similar:

You can also open the search tool from the mate terminal.
