I am trying to configure x11vnc to start before a user logs in. I’ve followed the instructions here, but I still cannot connect until a user logs in. Any ideas?

did you follow this piece of advice?:
" It is helpful to ensure you have uninstalled any other VNC programs first so that they don’t interfere with x11vnc. " 
I have the same issue and not other VNCservers are running or installed
