The latest available version of the "Ubuntu MATE" Linux distribution is "Ubuntu MATE 24.10" ("Oracular Oriole") - which uses the version 1.26.2 of the "MATE Desktop Environment". I've just created an "Ubuntu MATE 24.10" VM in my computer and the "Test Speakers" button is available in that "Hardware" tab of the "Sound Preferences" window. Here's a screenshot:
You are right! I had disabled pipewire due to its popping and cracking sound burps, and when I saw that test speaker controls disappeared, I re-unmasked the respective services, but these controls did not re-appear. I thought they were gone, but after a reboot they did come back.
Bottom line is that these controls do not gracefully fall back onto pulseaudio, and the user is doomed to the popping and crackling sound burps from pipewire or to no such controls.
Linux is becoming more and more of malware with each new release, unfortunately. It is about time to call it quits and let it sink to the bottom on its own.

No such popping and cracking on my machine using pipewire 1.0.5, UbuntuMATE 24.04.
Same on my machine, no sound issues.
