How might I format laptop hard drive? I assume there is a way to set up a bootable USB with a ‘format’ command similar to DOS?

You can just use the "Disks" tool from your live USB.
If you want to make sure no trace of the data previously stored on the disk remains, select "Overwrite with zeros"
