How to configure Ubuntu-Mate 18.04 screen locking on time?

Star menu-> Configure Center-> Screensaver, move the slidebar to set the time to 1 minute, and check the boxes below in the Screensaver window.

I didn't touch only watch my computer one minute later, the screen was getting darker and darker, got the pure dark screen in some seconds. but it is not really locked, try moving the mouse. It will be locked if you wait more 1 minute, or totally two minutes.

What mistakes in my configuration? What another way to set the screen locking automatically on 1 minute?

As far as I can see you have actually configured screen locking based on time. The problem you point out is that screensaver activation and screen locking do not occur at the same moment.
Well, there is setting in dconf editor to control such a delay:

Unfortunately, it had no effect when I tried it with disabled default value of 0 and custom value of 5.

Looks like a bug, does not it?

Are the developers going to fix the bug in the next update of Screensaver?
