You've mentioned MINT MATE in the title?
Linux Mint is a Ubuntu based system, but has numerous software differences to Ubuntu-MATE, even if the MATE desktop is used on it.
Please clarify what release you're using, and why you mention MINT.

FYI: Your issue is system time being incorrect for your geolocation most probably; check your system time (is it set to LOCALTIME, UTC etc) and then check your geolocation.. you'll likely find you're 23 or 22.5 hours out)

I installed linux mint 21.3 virginia mate.desktop and xfce.desktop on my notebook

There are differences between Linux Mint and Ubuntu, even where both are using the MATE Desktop.
Ubuntu and flavors don't use runtime adjustments and other things, because we're using binary packages in our own repositories.
