French native, I have joint Ubuntu Mate users today. Since then, I cannot pass from english to french language using the language support display. I got a message that says " failed to download package files. Check your internet connection." But , to me , my internet connection seems ok as I can browse on any sites without problem. Thanks for any clue that can fix this issue.
Most probably, the site your system tries to get language files from does not respond. You cat try to select another repository mirror using System > Administration > Software and updates
dialogue.

If you switch sites, as Eugene advised, you should be able to find one that does respond and download the requested files.
Once that is done, you can then make your choice from the list that will be presented in the upper box, as seen below:
Be sure to click on "Apply System-Wide", if you want you complete experience in your preferred language.
Note that if an Application does not support your language of choice, the fallback will likely be English (distro default).
