I usually install my system using USB thumb-drive, it's been awhile since I used optical media.
On an old thinkpad with broken USB ports (they were replaced, but the BIOS wouldn't boot from the replacement USB ports as unoriginal parts were used) where I wanted to use the device still for QA; I'd boot a system installed on the drive; add the ISO I wanted to QA-test (live or install), run a script which would make it appear in the grub
menu on reboot; then reboot. If I used it for an install test; I'd just install to a different partition (different part of the disk; but I've been told its possible to full disk install too; I've just not done it). Whilst I could have tried DVD/CD media for this device; as QA involves dailies I didn't want the hassle.
Yes you can install, from any media your machine will boot from.
