I'm running Mate 19.10, and am trying to install the adwaita-icon-theme-full, but keep getting the following error message:
Do I first need to uninstall adwaita-icon-theme?

Let's see if this will take care of the issue:
sudo apt install -f
If that doesn't work let's try this:
sudo apt clean
sudo apt update
sudo apt purge adwaita-icon-theme-full
sudo apt install adwaita-icon-theme-full
There does not seem to be an issue with having adwaita-icon-theme being installed. I was able to install adwaita-icon-theme-full on a 19.10 system without issue.
I have discovered the problem to be Sophos Anti-Virus. When I first ran into this issue trying to install adwaita-icon-theme-full, I thought there might be a problem with the anti-virus, so I went to the Sophos website to see if there were a way to temporarily disable Sophos. Unfortunately there is not, so I uninstalled Sophos and the install of the theme went perfectly.
You should be aware of this install problem with this particular anti-virus.
