I have downloaded a PacketTracer from netcad website.

From what i know it works in 16.04 . But you should contact the devs from cisco to fix the problem. Because at the end of the day its a app problem and not a os one
My memory of this software is a little fuzzy, but this kind of software usually requires root privileges to function correctly. Have you tried to prefix the command with sudo ?
OK. I've managed to fix a PacketTracer7 starting problem. All I have to do is download a 32bit version and - thanks to ouroumov for suggestion "sudo"fixed a problem.
But there is another problem. After I started PacketTracer and want to see some info on a router (when I move a mouse coursorover a router icon)
Is there any solution on that?
