the software updater (Ubuntu Mate 16.04- 64 Bit) fails saying I should check my internet connection (working fine btw), I am having to update through Synaptic which for many noobs; it would be a daunting task, is this a bug?:

Just ran two updates with no problem. Maybe the mirror youâre using is down and the error message just isnât descriptive enough? Try and ping the servers in your sources.list?
I have changed the software sources download location several times to no avail, the only way it will update is via Synaptic, even the terminal commands failed on a couple of occasions?.
As far as I can tell, the system is up-to-date but something isnât quite right?.

IIRC the software updater GUI throws that error even if only ONE index fails to download. I think the culprit here is Google Earth. I've been ignoring the error and just clicking OK.
Yup! Back in the bad old days you got those types of errors often as repositories would be down for one reason or another. During the "long Debian winter" without a release, some users would ask whether Debian was discontinued when one of their servers was down.
My 32-bit 15.10 system was not offering upgrades to 16.04.
It was because I had the Notify me of new versions set to Long-Term support only. Changing it to âAll Releasesâ made it immediately notify me that 16.04 was available when I clicked close in the Software & Updates tool.
Its getting new packages now, running 800-2098 kB/sec from the US mirrors as the various packages download.
1500 of 2021. Can hardly wait!

Upgrade completed and after reboot all looks well â picked up my saved session startup apps & WiFi settings. Firefox and Chrome seem to work fine. Happy camper!
I just checked and itâs working for me as well. Maybe launch it in terminal and see if it reveals and errors?? Sounds like youâve got quite the odd issue going on. BTW I think the package is just called update-manager.
I re-installed the packages shown above, I changed the software sources download location to "Main server" from Germany, I also set it to notify me of any release upgrades. I used Synaptic to do this and despite having a few new package upgrades, the tool still isn't working?.
Thanks @Dave_Barnes, @pfeiffep, @anon42388993, @ouroumov, @wally333, @Justin for your input but I think I will just flatten the whole lot and completely wipe both root and home partitions as my fresh install using my trusty "Something Else Method" didn't seem to help!.
Seems to me that Ubuntu 16.04 has more bugs than the "Insect House" in London's Regents Park Zoo!.
EDIT:
I downloaded a fresh copy of the 16.04 ISO and used Startup Disk Creator, I then did a complete fresh install and formatted both root and home and now it is working, the bugs appear to have left the building! (They must be following Elvis?).
