I am running 4.15.0-38-generic.
However, the newest version is 4.19.1.
Should I upgrade to a newer version?
Is 5.0 considered the next major version?

I think the next major version is 4.20. 5.0 has been postponed to 2019.
You don’t really need to upgrade your kernel unless you have new hardware that isn’t (or not well) handled by the one you have. Security patches are backported anyway.
The easiest way to have a more recent kernel is with a more recent Ubuntu version (18.10 has 4.18.x) though it is possible to do it manually. I’ve never done it, couldn’t really point you to how to properly do it; AFAIK there are tools to do it quite easily (i.e. with no need to compile it yourself).
Thanks.
I have no new hardware.
