Dears: In Excel, when I have to do calculations such as “rate” I use a single value as the denominator of a division, while the numerator is changing from cell to cell, so that the value remains fixed in the formula usually frame F4 in Excel and value I want to set you a $ sign appears in the middle, for example: “C $ 1”, and when I drag formula from B2 to B12, C1 always the value of fixed stay.

So that the value in cell C1 is used regardless of which cell a formula is in or copied to, use $C$1 in the formula.

Entering a number in a cell and clicking in the lower right section of that cell and dragging either vertically or horizontally results in the number incrementing when dragging down or left; when dragging up or left the number is decremented.
However if one depresses Ctrl after the small plus sign is presented then drags while keeping it depressed a static number is created

No problem Mariana, I didn’t write it!. I took an Excel course once but can’t remember anything of what I learnt!.
Select B1 cell, insert names, define, call it ten. Go To c1 put number 1, go to d1, left arrow / ten, enter, result should be 0.1. Copy C1 to C2…C5 but adding the previous cell plus 1. C1… c5 should show 1,2,3,4,5. Copy D1 to D2…D5, result should be 0.1, 0.2, 0.3, 0.4, 0.5 (the formula remains previous cell dived by name ten.) Not sure how to upload an ods.
