ubuntu-mate 23.04/Lunar Lobster compare to 22.04 version/Jelly Fish has more stable and fluent interface but its heaver 1Gb and makes AMD x64 device very warm.
Hopefully this dilemma will be solved soon with new upgrading pack, also wlan adapters driver is still wanted.

Performance should be measured properly, the same apps, the same hardware... It's not normal that the CPU is working 100% when idle... Maybe there's some app misconfigured.
..really, I have no clue what is wrong but waiting for fixes and LTS version.
Are you sure a software upgrade will fix this?
When was last time you dusted off your CPU fan say?
