Anything other than Rufus, it does not work on my Windows 10 laptop. I want to install ubuntu Mate on my PC to start learning Linux.

For Windows when Rufus isn't an option I'd recommend Etcher.
Thanks frank. When I flashed the ISO image, and boot from it, the computer says disk error.
Can you try using a different USB drive?
The same result. The first one is kingston 32G and another is Toshiba 64G
I don't think Rufus got it wrong, it has worked successfully countless times as a professional burner.
Maybe you made a mistake,or do it again,or try using another burner,how about the Free iSO Burner.

I recommend re-downloading the ISO and confirming the checksum. This link will tell you how to confirm the checksum.
I would also run a chkdsk from Windows on the drive. You may also want to try using a different USB slot
