Need to find a graphics card that will run 4 displays and be supported by open source drivers...not looking for a gaming level card, this is not a gaming machine and I'm not a gamer...just good at a reasonable cost. This machine cost me less than $200 to build so I'm not gonna put a card in that costs more than that...any suggestions?

I use the AMD FirePro W4100. It has 4 mini display ports and will do 4K. It is also available used very cheap. I use mini DP to HDMI dongles for the physical displays.
The FirePro W4100 is supported by the open source Radeon driver. The AMDGPU driver may work eventually but currently does not fully support this card.
