I have several spare computers that I would like to sell or give away preloaded with Ubuntu Mate 17.04. I know of the oem-config package, but when I type apt install oem-config, it wants to download 448 packages, which equates to the entire KDE desktop. This is not going to happen. I just need it to run the OOBE (Out Of Box Experience) of asking for a username, password, etc. for the person will be getting this new computer.

The easiest way would be to install in OEM mode. When you boot Ubuntu MATE from your live CD/USB, press F4 and choose "OEM install (for manufacturers)"
You have an oem
user to install drivers and configure the system the way you want. When you're done, there's an application launcher on the desktop that will delete the OEM user and packages, then prepare the OS for a new user's first boot.
That was weird. I had been trying to do this from a multiboot USB disk I made and that option did not show. I made a single USB disk and the options appeared. This was driving me crazy!
