Running Mate 1.26.2 - is the above possible? If so, what do I need to do? I have not found any setting for it. I would expect both the top panel and the bottom window list to be duplicated for that workspace on all monitors, ie. identical on all monitors.
I'm not sure if this is what you are looking for, but in monitor settings there is a check box that reads same Image in all monitors. It is screen mirroring. If you are looking for that with an extended desktop I don't know of an easy way to do that.
Someone with more knowledge will chime in soon as to if it can be done and how.
No, I am not looking to have the same image on all monitors but to be able to view the top and bottom panels on all monitors, not just the primary.

It might but I don't think I want to try it since I do not know what will happen if I suddenly have only one screen or perhaps three screens. There ought to simply be an option to duplicate the panels on one or more of the other monitors.
In order to show panels / "taskbar"s on multiple monitors when using Ubuntu MATE / MATE desktop environment, I've always used the instructions in this Ubuntu MATE thread:
Multi monitors panel layouts and background switcher
What happens if you remove a monitor:
- the panel / "taskbar" that was / were intended for the removed monitor will be shown on one of the other monitors, in addition - you may remove them
What happens if you re-add the monitor removed before:
- the panel / "taskbar" intended for the removed and now, again, available monitor will be shown on this monitor (if you did not explicitly removed these additional panel / "taskbar" before)
N.B. I'm currently using this setup with a Linux Mint (standard at the company I work for) but with MATE desktop and 2 monitors. I use the "Redmond" layout (fits my needs, don't like the "traditional" 2 panel layout).
Keep in mind:
- if you want the app buttons to be shown on the additional "taskbar" you have to (re-)add them on the new "taskbar" (panel)
- you may add some / all of the "tray" icons to the additional "taskbar" according to your needs (look for "indicator" when adding them)
