Press Alt F2 and type in "free the fish"

Maybe not everyone know this but it's the good old fish from ubuntu classic...

As lah7 said to quit it just press ALT+F2 and run:

mate-panel --replace

Or just reload the panel by pressing ALT+F2:

mate-panel --replace
