Sorry (I don't know English well), I don't know if this is the right way to express myself, but I just moved from ubuntu to ubuntu mate and I have a problem with the Brisk Menu of my operating system. When I press the right mouse button to Edit menus, it appears and disappears immediately without being seen. This happens after having wanted to change a setting of the Edit Menus. I'm not to sure what your issue is but from what I understand your brisk menu is not showing up at the top of your desktop correct?

The dynamic menu is displayed (Brisk menu), but when I want to configure it (Edit brisk menu), the configuration window does not appear
I'm not why it would not be displaying buy seeing it's a new install I would suggest on doing a reinstall of Ubuntu mate and see if it still continues. I would download a new ISO file for the new install if I were you
