Raspberry Pi 3 Install Hangs

I’m trying to install Ubuntu-Mate 16.04 on my new Raspberry Pi 3. I used my Windows 10 PC and Win32DiskImager to write a freshly downloaded img of Ubuntu-Mate 16.04 and it writes successfully (or so it claims). When I hook everything up I get the full-sized rainbow image on the screen and the green LED blinking 4 times fast and 4 times slow.

It is not the board because I am able to install raspbian and everything functions normally. And I used the same sd card both times (128GB). Even my working Rpi 2 SD card with Ubuntu-Mate 16.04 gets the same error. I would really prefer to use ubuntu-mate as I have it running on an Rpi 2 and there are aspects of raspbian that just don’t thrill me.

I am in something of a time crunch as getting this box up and running will enable my research for my dissertation. Therefore, if anyone has an idea, I am all ears. One thing to note, I tried the boot_delay=1 fix (in the config.txt file) without success.

Consider this issue closed. It started working when I changed boot_delay=0. It was an act of desperation/frustration but got me the results I need.
