Setup interrrupted: can not create a user account, boots into guest session

I am using Raspberry Pi 3. I restored the image on micro SD.
Now when booting up for the first time, the process was interrupted, and it skipped the process where I create the user accounts.
Now whenever I boot up, it opens up the guest session.
I tried creating user accounts through system-administeration- users and groups, but there it asks for root password. (I cannot set the root password through sudo passwd, since I don’t know the password of guest session either).
So I am stuck.
I need a way to create user account through guest session without using root password or guest session password (since I dont know either of them).

I’d suggest re-flashing the micro-SD card and starting the installation procedures again.

The system may have been locked out, since the password could be blank (I don’t think blank root passwords are allowed), or try ubuntu-mate (that might be the default).

Which version of Ubuntu MATE?

I have the same issue.

I tried to use Ctrl + Alt + F1 but the system ask for a login and of course, root, guest-xxx or ubuntu-mate are not working.

No other idea ?
