Slow Speed after hibernation

Hi there,
I'm new here in the community although I have been using Ubuntu for a long period of time. Especially the Mate version which is my favorite. I'm not a techi.
i had this old PC where I've enabled the hibernation which work perfectly except that the system appears to be slow when it wakes up(I've specific reasons to think so.
idk the reason (but I think the swap isn't moved back to RAM fully). It has been a little bit problem for me . Help me out!

I've attached
the system monitor info
the basic system info

Thanks

No, you haven't.

I've also changed the Swappiness to 10 and 0 and no improvements noticed. The process level of attachment is true due to a background work I'm doing. But there is a significant speed decrease , ie, my PC processing speed has reduced to at-least 1/3.

Also I tried to SwapOff after waking up from hibernation using disks but did't help( but I think speed is little bit improved)
