Sluggish desktop

Hello to everyone I have Found that mate fits my desktop best and have turned it into more of a project than originally thought, and through finally understanding what I got myself into (Mac running NOT MAC) I have encountered a something that is driving me BONKERS! Slow Desktop, typing, scrolling, switching apps, opening of windows, games FPS (going to 7fps and freezing) etc etc etc

First problem I ran into was my old Nvidia card with 304 Driver, and after much persistance, i FINALLY THREW IT OUT. Got a 1gb ATI, and through modeset***** got it running correctly. Yes, since this machine could only go to OS X 10.6.8 and I dident want to go and fool with distributions and keep OS X on this machine I figured, HEY, lets try linux!! I love MATE. SO, anyhow...
I am running a GUID partition if that makes the difference here....I am running 32-bit bc it was easier to install than modifing an .iso but I have got that set up but before I install I want to find out what in the world is making my computer so figity. Even through typing this the cursor stops to catch up!!
My #2cpu is constantly at 85-99%, even with firefox not open. I am running ufw, and have tried to see if there is a difference when I shut it down, barely recognizable. I have looked at top, Htop, and glances and found Xorg and (when up) System monitor, and firefox eating up cpu. I also configured open vpn barely, and have also shut that down. The ONE TIME i tried to install 64-bit on another partition I couldent get through it being that screen size was too small to get through it i quit, UPON RESTART, all my cpu's settled to around 7-15% and it was running fast as could be. 0 A.D. was not skipping a beat.... No window freezing, scrolling, typing freezing, nothing. Everything was perfect. Since that one restart, back to this.....
My ram is never over 2.0/6.8GB and swap is ALWAYS 0. I have even installed preload to see is that helped, nothing. Switching kernal to .42 from .47 no changes. Turning off marcos does not change anything....going to wayland does nothing....still slow responses to just about everything. The fastest thing i can do is usually switch workspaces, even though that sometimes the windows will -fill in- slowly like 56k would....

Please for the life of me could someone help me find whats doing this!!! Is it Xorg? is it a .config file? is it the partition? WHAT IS IT!!! I have looked all over and it seems that "sluggish,slow,choppy" on researching this problem is not finding what is particularly going on. NO there is no screen tearing, glfxgears is at 60fps without a hiccup. Animations are off, auto window adjusting off, going to Compiz does not change performance problem, undecorate maximized windows... If there are ANY commands that you need further info about please let me know. Anything is much appreciated!!

-Specifically Computer Hangup
-Search fields behind on typing
-Applications "filling in"
-Scrolling hang
-Forget gaming, its the GPU.....
-Cannot seem to see a process using much memory or CPU

I have installed 64-bit Mate 20.04. Fully updated. Affects are not near 32-bit, yet still there. I still have not found exactly what is affecting this. Anything would help........anything......
