Whenever I open the software boutique, it is blank. I am on a fresh install of ubuntu mate 18.10 and the apt-get feature also seems to be broken. I also dont have any repositories with ubuntu 18.10 in the title. I had used ubuntu mate before and this was never an issue, any ideas?
I would have to say maybe try reinstalling 18.10 again to see if this problem still happens, seeing this is a fresh installation

These might be two different issues.
I’ve seen anothe thread where people mentioned a blank window for Welcome/Boutique which was related to specific GPUs and their lack of OpenGL options. Do you happen to have an old Intel GPU?
As for the repos, check Software & Updates in the control center. Do you have the four Ubuntu repos enabled in the first tab and the three ones in the third tab?
