After I upgraded to Ubuntu MATE 20.10 from 20.04, my sound menu minimized to where it cannot be expanded. Screenshot is attached.

It seems the scaling issue is coming from custom themes... It was not an issue on 20.04... IS there a way to fix this?
The theme I was using was Midnight Green.
I tested an Ambient theme and it scaled properly.... IS MATE locking down on customization support?
You can probably dig it's configuration files to find from where its coming

I just downloaded this theme and I like it. Mostly the green one. I do not have the same issue as you with the Green or the Red one.
Which one did you installed ?
btw, i see you are using this desktop over VNC :
Is this behavior present connected physically on the machine or only over vnc ?
I use the Midnight-Green Theme.
The OS is physically on the computer. I use the keyboard indicators on the panel.
I did submit a report to the creator of the theme for this issue.

As this themes are perfectly working on 20.04 and not on 20.10, I think a bug can be reported for mate desktop. If only someone also running 20.10 can confirm, will be nice
Just clean installed Mate 20.10... Installed the theme by placing the theme folder in /usr/share/themes as root. Still having compact power and sound menu theme.
I did comment about it in the Theme comments. Any suggestions? Is this a bug?
