Control Centrer>Administration>Startup Disk Creator isn't there any more in 19.10?
I'm using Etcher, but it was a nice thing to have in Control Center
From the release notes: "Removed usb-creator-gtk from the default install. GNOME Disks provides image writing capabilities."
You can still install it from the repos if you desire.
sudo apt install usb-creator-gtk

This is all very well. But creating the USB with the Gnome Disks Utility didn't make a functional bootable Ubuntu Mate USB for me, while Startup Disk Creator did. So perhaps it's not such a good idea to remove it from the default install.
