Stop Pi from booting into tty!

Hello,

I am currently running three raspberry pi 3’s in a library as digital signage, two wireless and one wired. They reboot every 12 hours, sync to a windows share, grab new images, and then runs a looping eom slideshow. The issue I’m having is that the Pi’s would regularly boot in a tty login screen which prevents the Pi from reaching the desktop and starting signage process.

I followed the instructions in this link which seems to have decrease the frequency of the attempts, however the login attempts still continue.
