"System program problem detected"

That’s what I’ve been getting every time I boot in the past week.
I can “submit report” or cancel.
I poked around and found a “solution(?)” on It’s FOSS
I looked in the /var/crash directory and found the following;

linux-image-4.15.0-42-generic.34725.crash
linux-image-4.15.0-42-generic.34769.crash
_usr_lib_mate-applets_topmenu-mate-panel-applet.1000.crash

It’s getting annoying so my question is -----
Q#1: If I pushed “submit report” (I did) Has it been reported?
IT’s FOSS recommends deleting the contents of the directory(/var/crash).

sudo rm /var/crash/*

If this notice is not reported as a matter of policy, then I’ll just remove the directory and be done with it.

Q#2: Do the error “.crash” logs eventually reset themselves or am I having a continual problem with the top panel every time I boot?
-------------UPDATE-------------------
I ran the command to remove the “.crash” files and rebooted. NO more error message. Checked /var/crash directory. NO error logs.
Cool. I learned something today
