Why has the "Tools" button been removed from the tool bar? Seems necessary to me.
Hi @m1804, I’m seeing Tools menu tied to whether an appropriate Plugin is enabled. In particular, “Document Statistics” and “Spell Checker” both disabled kills the menu. See same? Both those were on by default on my 18.04 VM.
For fun I checked 16.04 - same Tools menu won’t show when empty.

working for me too. You can try changing your software sources download location and updating again, you may have something missing?:
Ok, I had convinced myself that I did something bad to a xml file somewhere, so I downloaded (the daily) and did a fresh install and its the same. No “tools” button.
The only thing different is its a core install (“ubuntu-mate-core”) and not the full desktop.
This still installs Pluma by default and should not make a difference.
I guess my next step would be to verify that and make it a full blown deskktop.
Well I added the full desktop (ubuntu-mate-desktop) and I now have a tool button in my pluma toolbar. Now I just need to figure out what package did this magic.
