Toshiba 6 Tera byte Drive is not shutting down when I shut down in Ubuntu Mate 19.04

The light on the drive stays on. When I shutdown from Windows 10, the light blinks and then goes off. If I go into "Disks" in Mate and select to power off the drive, the light on the external blinks and keeps blinking even if I shut the computer down. Anyway to fix this, preferably without having to use terminal each time?

Two questions:

  • Is this drive powered by an external power source (3.5") or only via USB?
  • Is this connected via USB 2 or USB 3?

USB 3 and powered by an external power cord/adapter.
