I am coming from Ubuntu 18.10 where I had no problems with Dell Inspiron 11 3000 laptop and did a clean install of Ubuntu Mate 18.04 and then upgraded to 18.10.
After suspend, the login box appears but I have no keyboard entry capabilities. The keyboard seems frozen with no ability to enter password characters.
Is there a fix for this? I am loving the Ubuntu Mate desktop but this is annoying to have to restart every time after suspend.

If you have any USB-devices e.g. a mouse (or a USB-wifi-dongle for a mouse) connected to the laptop - disconnect them all and try booting then.
Just sometimes external USB-devices can cause very strange things to happen.
Suspend - I never use it, ever. I have seen it cause so many problems on multiple operating systems over the last 25 years or so.
If you really need the fastest booting laptop in the world go to system76 in the USA and buy one of their laptops with "pop!_OS" pre-installed and an ssd. The boot times of those machines are reportedly very fast indeed (just a few seconds, I have heard that the speed is due to changes they make in the firmware and GRUB). Most people do not need that, however, and are simply used to using "suspend" because it is comfortable and often works without problems.
You might want to consider staying with the LTS 18.04 release if that is stable on your laptop.
