With the new Ubuntu Mate 20.4 LTS, when I login to my desktop session the saved application are repositioned on the screen several pixels off the edge of the screen which forces me to re-position them every time (very annoying!).
Is this a known bug which is going to be fixed?

Feel free to report the bug if it's not there if you think it's very annoying as it might not get fixed otherwise.
In the meantime, you can use devilspie2 to do whatever you want with your windows whether it comes to size, position, opacity or workspace. More info here and here
