Recently installed ubuntu mate like a week ago and it has been restarting fine. Now when I restart it it hangs on bios and doesn’t properly reboot until I hit the power button on my tower. I don’t know if this has anything to do with it but I’ve also noticed the computer stopped using my settings when I put it on a 30minute idle to go to sleep. Any Idea what is going on would be greatly appreciated.

I think there's something amiss with your description of the problem.
If the computer is blocked at BIOS level that most likely means a hardware issue (trashed boot sector on the drive) but if that the case it wouldn't ever boot correctly so I don't get what you mean by:
When I hit restart on the OS the computer starts to restart and shows the bios page for my computer like it normally briefly does when restarting but instead of restaring it just sits on the bios page instead of moving on to load up the system. So I hit the power button on my tower and then the system restarts like normal.
