Understanding window size and position

Here are some observations I made over the course of testing 17.10:

• Some apps like the software updater open at strange screen positions (e.g. would expect it to open in the center/middle of my screen)
• Some apps like the default PDF reader and Chrome don’t remember that I had maximised them and always open in sort of a 3/4 mode

Can someone help me understand how MATE handles window size and position?

PDF reader always opening in this 3/4 mode and doesn't remember to open maximised:
